Today as part of the working trip to Kostanay region, Prime Minister Bakytzhan Sagintayev visited an industrial zone under construction and got acquainted with the digitalization and technological renovation of large industrial enterprises taking place within the implementation of the President's Addresses "Third Modernization of Kazakhstan: Global Competitiveness", "New Opportunities Under the Fourth Industrial Revolution."
In Rudny, Bakytzhan Sagintayev visited the quarry of the Sokolov-Sarbay Mining and Production Enterprise (SSGPO). During the inspection, President of SSGPO JSC, B. Mukhametkaliyev, reported that this year at the Sokolov-Sarbay field, several elements of Industry 4.0, including the Smart Quarry project, are being adopted.
For reference: The Smart Quarry project, implemented earlier at the Kacharskoye deposit, is an automated system for managing the mining complex in real time, with integrated planning centers, precise satellite positioning and management of drilling and blasting operations. The project is an integral element of the Smart Quarry — Smart Factory, which represents a fully integrated cycle of ore extraction, removal of stripping and the production of concentrate and pellets.
Technological modernization at the Sokolov-Sarbay field will be completed in 2020 and will increase productivity by 10%. In addition, as a result, the safety and environmental friendliness of the works will increase.
In the single-industry town, the visit to the training center of SSGPO JSC, where they train qualified personnel for the new economy, took place. Head of the training center, R. Ismukhambetov, said that annually 6-7 thousand people receive training and more than 20 thousand people undergo industrial security courses in Lean-Academy.
In general, according to the Ministry for Investments and Development, the implementation of elements of Industry 4.0 will increase the annual GDP growth by 1-1.5%.
In Kostanay, Bakytzhan Sagintayev familiarized himself with the construction of the Industrial Zone, the completion of which is planned for December this year.
Deputy akim of the region, M. Myrzaliyev, reported on the plans for the implementation of 11 investment projects worth more than 119 billion tenge. Enterprises of such sectors of the economy as machine building and metalworking, production of building materials, timber, woodworking chemicals, textile, and other processing industries will be located on the territory of the IZ. Also, work is underway to create a special economic zone, which will focus on the region’s traditional activities, such as engineering, production of equipment, food products, etc.
For reference: Kazakhstan is working on the organization of 38 industrial zones: 22 of them operate, 7 are under construction, 9 are under implementation (feasibility study, state expertise, etc.). In total, 112 industrial projects operate in industrial zones, more than 5 500 jobs have been created. In addition, about 219 projects for the total investments amount of about 820 billion tenge are at the stage of elaboration and implementation, it is planned to create about 17 thousand jobs.
During the visit to the Industrial Zone, Bakytzhan Sagintayev was also presented the current results and prospects for the implementation of the Digital Kazakhstan State Program in the region.
It should be noted that the digitalization of the region is taking place under the Road Map approved by the akimat for 2018, which includes 77 measures: 29 projects for digitalization of agriculture, 11 — for Smart City technologies, 4 — for transport, 10 — for SMEs digitalization, 5 — in education, 8 — in healthcare, 6 — in security digitalization, 3 — in social sphere digitalization, and 1 project in environmental safety.
In view of the fact that the Kostanay region is traditionally considered agrarian (the share of agriculture in the country's GDP is 4.5%, and in the GRP of the region — 13%), the digitalization of the region’s agriculture is under way in the pilot mode. Agrarians are already introducing the world’s advanced technologies, such as precision farming, geoinformation systems, the introduction of electronic field maps, remote monitoring of agricultural machinery and the use of drones to control cattle in summer pastures. Mobile applications help determine the best time for planting seeds, fertilizing soil, harvesting, calculating the timing of loading and delivery of products; monitoring the temperature in the storage and transportation zone, forecasting the crop and income.
According to the regional akimat, the use of smart technologies will reduce the cost of production by an average of 10-15%, which will make it more competitive in the market.
